Privatization by the back door: The rise of private government in the USA

A new form of privatization has appeared in the US with the dramatic growth of residential community associations and business improvement districts over the last three decades. These organizations are a form of private government—run on democratic lines by elected volunteers, levying charges on their members and providing municipal‐style services. Could it and should it happen here?
