The struggle to reform local government: 1970–95

Although a comprehensive comparison of local government in 1970 with local government in 1995 is beyond the scope of this article, it is possible to provide a brief review of the changes along four dimensions: institutional framework, finance, accountability and the role of local authorities. In 1970 a new structure for local government was just emerging after an intense period of inquiry and review. The new structure was designed to create a local government system equipped to meet the changed pattern of work and life within Britain. The assumptions underpinning the 1970s reforms have been challenged by a vast array of changes within the past 25 years.
