The importation of building environmental certification systems: international usages of BREEAM and LEED

Abstract

A proliferation of the development of building environmental assessment methods has occurred for application within many individual countries' domestic markets. However, the demand for ‘brand recognition’ in a global market, the desire for international standards and the motivation of the owners of some systems to expand the adoption of their assessment systems abroad are among many of the forces driving toward the increased international use of the two most established methods: BREEAM and LEED. Drawing on published databases of projects assessed by these two systems, an examination is presented of their international use, with particular attention paid to the relationship between their use and the existence of national systems developed in the countries of application. A more detailed analysis of the types of projects that have been assessed is provided using data from six specific countries with qualitatively different cultural, economic and environmental contexts and some of which that have national assessment systems: Chile, Colombia, the Czech Republic, the Netherlands, Sweden, and the United Arab Emirates. The influence of national Green Building Councils in promoting environmental assessments is also considered.

Il s'est produit une prolifération du développement des méthodes d'évaluation environnementale des bâtiments destinées à être appliquées dans les marchés intérieurs de nombreux pays différents. Cependant, l'exigence d'une « notoriété de la marque » dans un marché mondial, la volonté de disposer de normes internationales et la motivation des propriétaires de certains systèmes à étendre l'adoption de leur système d'évaluation à l'étranger font partie des nombreux éléments moteur de l'utilisation accrue à l'international des deux méthodes les mieux établies, les méthodes BREEAM et LEED. En s'appuyant sur les banques de données publiées sur les projets évalués par ces deux systèmes, il est présenté une étude examinant leur utilisation à l'international, en accordant une attention particulière à la relation entre leur utilisation et l'existence de systèmes nationaux développés dans les pays d'application. Il est fourni une analyse plus détaillée des types de projets qui ont été évalués, en utilisant les données de six pays spécifiques présentant des contextes culturels, économiques et environnementaux qualitativement différents, et qui disposent pour certains d'entre eux d'un système d'évaluation national : le Chili, la Colombie, la République Tchèque, les Pays-bas, la Suède et les Emirats Arabes Unis. L'influence de Conseils du Bâtiment Vert nationaux dans la promotion des bilans environnementaux est également examinée.
