This paper was written before the Cancúun Summit, which ended in deep disagreement over these very issues.

Calling for reforms in the areas of competition, investment, transparency in government procurement, and trade facilitation, the Singapore issues were of particular interest to Canada, the EU, and Japan, who insisted they would not make concessions on agriculture if developing countries did not improve the access of foreign businesses to their internal markets.
While the Make Trade Fair Campaign is an OI‐wide campaign, for the purposes of this interview no distinction has been drawn between OGB and OI and the term ‘Oxfam’ will be used from this point on.
