This paper builds on an earlier version presented at a workshop on ‘Innovations in Decentralised Governance and Human Development’ held at the Fifth Global Forum on Re‐inventing Government: Innovation and Quality in the Government of the 21st Century organised by the Mexican government with the support of the UN Department of Economic and Social Affairs in Mexico City, 3–7 November 2003.

Since 1996, Maoist rebels have been engaged in a ‘people’s war’ to oust Nepal’s royal dynasty. The movement is particularly strong in the western regions of the country.

The first project received US$150,000 from the UNDP. Funding for the second phase is pending, but the work continues through the ‘practice of commitment’ whereby people work through their own networks.

DACCs are distinct from the District Development Committees (DDCs) mentioned earlier in the text, but the DDC Chairperson also chairs the DACC.
