Mansuri and Rao (Citation2004:10–11) define ‘participation’ as the active involvement of members of a defined community in at least some aspects of project design and implementation. When potential beneficiaries also make key project decisions, participation becomes self‐initiated action—what has come to be known as the exercise of voice and choice or empowerment. See Cooke and Kothari (Citation2001) for a comprehensive critique of ‘participation’ in development projects.
