Using technology to deliver social protection: exploring opportunities and risks

Abstract

Providing cash transfers to vulnerable groups reduces vulnerability and chronic poverty; but delivering cash to remote, rural locations can be expensive and insecure. Alternative delivery systems using technology are thus being piloted. This article uses examples from southern Africa to highlight the opportunities and risks involved in using technology to deliver social protection, with particular focus on two schemes in Malawi. It concludes that there is great potential for the use of technology in delivering social protection, especially if employed at a national scale and taking advantage of the full spectrum of uses to ensure cost-efficiency.

Utiliser la technologie pour assurer la protection sociale : étudier les occasions et les risques

En proposant des virements d'argent aux groupes vulnérables, on peut réduire la pauvreté chronique, mais il peut être difficile et risqué de fournir de l'argent à des endroits ruraux isolés. C'est pourquoi des systèmes de fourniture de ces fonds employant la technologie font actuellement l'objet de projets pilotes. Cet article a recours à des exemples d'Afrique australe pour mettre en relief les occasions et les risques que revêt la technologie dans les projets de protection sociale, en se concentrant tout particulièrement sur deux programmes au Malawi. Il conclut qu'il y a un potentiel important pour l'utilisation de la technologie dans les initiatives de protection sociale, en particulier si elle est employée à l’échelle nationale et en profitant de toute la gamme d'utilisations possibles pour garantir un bon rapport coûts-efficacité.

Promover transferências de dinheiro a grupos vulneráveis reduz a vulnerabilidade e pobreza crônica; mas fornecer dinheiro a locais remotos e rurais pode ser caro e inseguro. Sistemas de fornecimento alternativo utilizando tecnologia estão, assim, sendo testados. Este artigo utiliza exemplos do sul da África para destacar as oportunidades e riscos envolvidos na utilização da tecnologia para implementar a proteção social, dando enfoque em particular em dois esquemas em Malauí. Os autores concluem que há um grande potencial para o uso de tecnologia na implementação de proteção social, especialmente se empregada em escala nacional e aproveitando o espectro completo do uso para garantir eficiência em termos de custo.

El uso de la tecnología para los beneficios sociales: explorando oportunidades y riesgos

Las transferencias de fondos a grupos vulnerables reducen la vulnerabilidad y la pobreza crónica; sin embargo, la entrega de efectivo en comunidades rurales lejanas puede ser costosa y entrañar peligros. Por este motivo se están ensayando tecnologías alternativas de transferencia de fondos. Este ensayo analiza el caso del sur de África como ejemplo, mostrando los beneficios y riesgos que implica el uso de tecnología para la entrega de beneficios sociales y analizando en particular dos métodos ensayados en Malawi. El artículo concluye que el uso de sistemas tecnológicos para la entrega de beneficios sociales tiene futuro, en especial si se utilizan a nivel nacional y se aprovechan todas sus posibles aplicaciones para asegurar la eficiencia de costos.
