The learning organisation as a model for rural development

Abstract

This article presents evidence from Uganda's National Agricultural Advisory Service to argue that the concept of ‘the learning organisation’ is a valuable complement to participatory development which may facilitate a shift towards more democratic development institutions in which target beneficiaries have a stronger voice in planning and managing development. The concept of ‘the learning organisation’ as developed within the literature of management studies cannot, however, be readily translated into anything as specific as a clear set of practical guidelines. Rather it acts as a seed that grows to take on characteristics specific to the rural development context.

L’ « organisation qui apprend » comme modèle pour le développement rural

Cet article présente des données émanant du Service de conseil agricole national de l'Ouganda pour soutenir que l’« organisation qui apprend » est un concept complémentaire précieux pour le développement participatif qui pourrait faciliter une évolution vers des institutions de développement plus démocratiques dans lesquelles les bénéficiaires cibles exercent une plus grande influence sur la forme que prend le développement. Le concept de l’ « organisation qui apprend », tel qu’élaboré dans le cadre des écrits relatifs aux études de gestion, ne peut pas, toutefois, être facilement traduit en un résultat aussi précis qu'un ensemble clair de lignes directrices concrètes. Il fonctionne plutôt comme une graine qui pousse en adoptant les caractéristiques propres au contexte de développement rural.

A organização aprendiz como modelo para desenvolvimento rural

Este artigo apresenta dados do Serviço Consultivo Agrícola Nacional de Uganda para argumentar que a ‘organização aprendiz’ é um conceito complementar valioso para o desenvolvimento participativo que pode auxiliar uma mudança em direção a instituições de desenvolvimento mais democráticas nas quais os beneficiários-alvo têm uma voz mais ativa para dar forma ao desenvolvimento. O conceito de ‘organização aprendiz’ como desenvolvido na literatura de estudos gerenciais não pode, porém, ser prontamente traduzido para algo tão específico como um conjunto claro de orientações práticas. Em vez disto, ele atua como uma semente que cresce para assumir características específicas do contexto de desenvolvimento rural.

La organización de aprendizaje como modelo para el desarrollo rural

En base a información del Servicio Nacional de Asesoría Agrícola de Uganda, este ensayo sostiene que la ‘organización de aprendizaje’ es un concepto complementario y útil en el ámbito del desarrollo participativo que podría ayudar para que las instituciones de desarrollo fueran más democráticas e incorporaran la opinión de los beneficiarios sobre el desarrollo. Sin embargo, el concepto ‘organización de aprendizaje’, que surgió en el campo de la administración, no puede trasladarse sin dificultades en directrices prácticas específicas y claras. Al contrario, el concepto es una semilla que germina hasta adoptar las características propias de cada contexto en el desarrollo rural.

Notes

Primary research was conducted in a total of six districts and twelve sub-counties in which NAADS was operating. Interviews with local stakeholders were usually conducted through a local translator who was not employed or otherwise associated with NAADS.

Sub-county NAADS co-ordinators frequently complained that their salaries were too low.
