The ILO Social Protection Floors Recommendation 202, and poverty reduction

Abstract

This article critically assesses the provisions of ILO Recommendation 202 on social protection floors with a view to ascertaining its efficacy for poverty reduction in poor regions. The article discusses the relevant provisions of the Recommendation and how states, particularly those in developing regions, can translate them to a tool for poverty reduction. The article highlights some of the deficiencies of ILO Recommendation 202 and provides some suggestions for ways forward.

Cet article évalue de manière critique les dispositions de la Recommandation 202 de l'OIT sur les socles de protection sociale en vue d'en déterminer l'efficacité pour la réduction de la pauvreté dans les régions pauvres. Il traite des dispositions pertinentes de la Recommandation et de la manière dont les États, en particulier ceux des régions en développement, peuvent les traduire en outil de réduction de la pauvreté. Cet article met en relief certains des défauts de la Recommandation 202 de l'OIT et présente quelques suggestions concernant la manière d'aller de l'avant.

El presente artículo valora críticamente las disposiciones en torno al nivel mínimo de protección establecidas en la Recomendación 202 de la oit, con el objetivo de evaluar su eficacia en términos de la reducción de la pobreza en regiones de escasos recursos. A este respecto, analiza los reglamentos pertinentes de dicha Recomendación, examinando cómo los Estados, particularmente aquellos de las regiones en desarrollo, pueden transformarlos en mecanismos orientados a reducir la pobreza. Asimismo, el artículo identifica algunas de las deficiencias de la Recomendación 202, proponiendo sugerencias para superarlas.
