Abstract
In preparing this section, there are the problems of defining both “social welfare” and “legislation.” If “legislation” is strictly interpreted then much important material will be missed. But the sheer volume makes it impracticable to cover all developments within any definition of social welfare. Priority will be given to matters of major concern to readers and not readily available elsewhere. Accuracy is certainly sought but translating legislation into descriptive and more readable form also brings problems. Further problems arise from the delayed introduction of some statutes and the short time between publication and introduction of statutory instruments. Statutes may therefore be described before any date is given for their implementation and statutory instruments may be described in draft form.
