Restructuring a Juvenile Justice Pre-Court Tribunal

Abstract

The growth of administrative tribunals, committees and other such bodies that regularly make decisions, give hearings, come to an adjudication and so on in exercise of a discretionary power given to them by statute has become a predominant feature of a good many areas of public administration such as appeal tribunals concerning supplementary benefits and council house allocation. What has perhaps been more unremarked and unnoticed has been the growth of a similar administrative sector in the juvenile justice arena–so that we can now find a three-fold classification of pre-court investigative tribunals.
