Training, targeting and tidying up: The social security act 1988

Abstract

The reforms arising out of the Fowler Review of social security1 were implemented in April 1988 by the Social Security Act 1986,2 amid much public controversy. The Social Security Act 19883 has since made a number of important amendments to the post-Fowler welfare system. The 1988 Act was commended to Parliament as being concerned with training, targeting and tidying up social security legislation.4
