Honourable intentions: Partnership and written agreements in welfare legislation

Abstract

Written agreements between service providers and service users are a central feature of new social welfare legislation. This article locates them within the ideology of partnership, examines the problematic expectations of their usefulness, and offers key principles for their appropriate location in the relationship between the state and its citizens.
