Child protection, privacy and covert video surveillance

Abstract

The secret filming of parents visiting their children in hospital in order to ‘capture’ possible child abuse has aroused some controversy. The development of covert video surveillance (CVS) over the last ten years is outlined, together with its link to the Munchausen Syndrome by proxy. An attempt is made to illustrate the difficulties of fitting CVS into established child protection procedures and into the ethos of the Children Act 1989.
