Thesis title: The right to support: Severely disabled children and their mothers

Sheila Jennings examines how severely disabled children and their mothers are treated by Canadian law and policy. She analyzes deficiencies in supports the state makes available, providing an analysis of the state’s role as it privatizes responsibility for complex care. Within complex care, visible and hidden costs have been off loaded onto mothers by government. Using two conceptual frameworks she analyzes legal cases, legislation and policies as founded upon myths. She assesses paradigms that underlie legal arrangements, in particular, the roles assigned to mothers of children with severe disabilities. Her analysis engages with numerous areas of law, including constitutional law.
