Thesis title: Are People with Learning Disabilities Really Being Empowered? An Ethnography Exploring Experiences of Empowerment Policies in UK Social Care Support

This thesis presents an ethnography of how government policy was experienced in intellectual disability support settings in an area of England. Much of intellectual disability government policy focuses on enabling people with choice, independence and control. Yet people living with an intellectual disability can be reliant on others for support to manage their lives. This study explores how policy aspirations and the lived experience of an intellectual disability were played out in everyday support settings. Findings indicate that policy goals were often beyond the scope of people’s abilities, and could also miss real-world needs associated with people’s intellectual disabilities.
