A Partial-Ordering Framework for Ranking Information Systems

Abstract

Most large organizations have a substantial portfolio consisting of systems that have been identified but not yet developed. In these times of scarce development resources it is important that this portfolio is ranked according to the real needs of the organization. This means obtaining input from a large number of involved individuals (senior, user and Information System management) according to their relative areas of expertise. To do this in a controlled manner a methodology is proposed in this article. First of all, two fundamental premises are discussed relating to the ranking process. A complete methodology is then described together with a number of tests that were performed in South African organizations.
