Implementation of an Initial Cost as an Independent Variable (CAIV) and Total Ownership Cost (TOC) Process in the Navy's Acquisition Center of Excellence (ACE)

Abstract

The briefing will present an overview of the beginning processes and toolset for the implementation of CAIV by the Navy ACE, and describe the problems overcome and yet to be overcome in this endeavor. It will describe the place that the processes and toolset take in the larger contexts of Acquisition Reform, and of the Total Ownership Cost initiatives.
