For the executive, parliament has become a necessary nuisance although its influence on legislation and real issues is minimal. The country is run by the executive and the ruling party, which currently has a powerful two‐thirds majority in the House.

John Makumbe is a senior lecturer in Political Science at the University of Zimbabwe. He is also chairman of the Zimbabwe Chapter of Transparency International and a board member of the Crisis in Zimbabwe Coalition.
