Abstract
Although German trade unions have historically played a vital role in the vocational education and training system, their focus has traditionally been on initial vocational training and education (IVET) at the expense of continued vocational education and training (CVET). However, recent changes in the German labour market, in particular the growing low-wage sector, has witness a growing interest among German unions in promoting CVET and establishing a stake in its regulation. This article offers an analysis of the most recent initiatives and debates and discusses the role of regulation of CVET for the condition of unions in Germany more generally.
