These three papers were read at a seminar at the Australian National University in November 1965, but have since been revised to take into account later developments. They concentrate on the economic aspects and antecedents of the recent reform. Its political aspects are not dealt with systematically. The introductory summary and the second paper are by Raymond Hutchings, Senior Research Fellow in Economic History; the first paper is by Gregory Clark, Research’ Scholar in Economics; and the final paper is by Bruce Mc‐Farlane, Research Fellow in Economics. All are at the Australian National University.
