Abstract
It has been argued that the “ideal status quo” would be one in which “state security” and “the security of communities and peoples” are merged and, indeed, this is no longer a particularly controversial claim. We all share the same interests, at least in the fairylands of rhetoric. But note, all you who would be realists, that “states” on one side and “communities and people” on the other are not the only actors on this stage. There are also the elites. Any real theory of “alternative security” must take due account of the world's denning division, that between rich and poor.
