Abstract
Despite budget cutbacks, some community organizations and planning agencies have used situational incentives of the contemporary retrenchment situation productively. This article describes creative structures and strategies used to better serve and further empower client population groups. These innovative and successful models can help identify specific competencies which are particularly important for social work graduates in community organization and planning at this time.
