Paul Bohac is education program manager of the Appalachian Correctional Institution in the Florida Department of Corrections; Bill Evans is professor and division director in the College of Education at the University of West Florida; and Representative Buzz Ritchie chaired the Florida House of Representative's Appropriations Committee responsible for funding Florida's legislation that established the Department of Juvenile Justice and the rehabilitative programs that characterize this agency.
