Abstract

That the research program reported in this article has evolved to the point it has is a tribute to the enlightened attitudes of the administration at the Office of the Chief of Engineers (OCE) in Washington, D.C., and the Construction Engineering Research Laboratory (CERL) in Champaign, Illinois. In particular, two individuals must be singled out: Mr. Arnold J. Prima, Jr., AIA, who continues to offer superior administrative and technical guidance relative to the mission of OCE in the program to be described, and Mr. Richard W. Cramer, AIA, who is the individual who initiated Corps research in the application of the social sciences to the design of military facilities and is now administering and coordinating the interests and expertise embodied in the program relative to many of the CERL responsibilities.
