Abstract

The 1991 A&WMA Critical Review was authored jointly by Howard Graenspecht of the Council of Economic Advisors, Executive Office of the President, Washington, D.C. and Lester Lave of Carnegie-Mellon University, Pittsburgh, Pennsylvania. Dr. Graenspecht presented the paper, entitled “Increasing the Efficiency and Effectiveness of Environmental Decisions: Benefit-Cost Analysis and Effluent Fees,” at the Critical Review session held during the 84th Air & Waste Management Association Annual Meeting in Vancouver, B.C. Prepared discussions presented during the session are published here, as well as closing remarks by Drs. Gruenspecht and Lave.
