ABSTRACT
The model developed in this paper aims to explain how ICT (information and communication technologies) adoption by local governments contributes to sustainability. The model is empirically tested using survey data gathered from local government units in Poland and semistructured interviews with Poland-based experts. The results suggest that ICT quality, information culture, and ICT management of local government units have a significant positive impact on sustainability, whereas outlay on ICT does not have such an impact.

Ewa Ziemba is a Professor of Management Information Systems at the University of Economics in Katowice, Poland. Her research focuses on information systems and technologies for business, public administration, and sustainable development. She published over 200 peer-reviewed papers and 19 books, and played an instrumental role in prestigious Polish and international research projects. She received numerous awards for excellent research achievement, including the Prize of Polish Minister of Science and Higher Education. She serves on the editorial boards of international journals as an editor and reviewer. She is the Editor-in-Chief of Journal of Economics and Management.
