Domestic Science Management in the Reflection of Foreign Experience

Abstract

This article dispels some persistent ideas about the state of domestic and foreign science. We analyze the effectiveness of science management in Russia (using the Russian Academy of Sciences as an example) in the reflection of various aspects of foreign experience. We clarify the details of grant financing for scientific activity, and show the ambiguity in FASO activity and operations of similar “supra-scientific” institutions abroad. We suggest various measures for increasing the effectiveness of domestic science management.

Notes

1. For example, as of May 1, 2015, the State Public Scientific and Technological Library at the RAS Siberian Branch held only the 2011 edition of the Russian Science, Technology, and Innovation data book.

2. The “technological greenhouses” of business incubators play an active role in this.

3. Created in 1992 as an equivalent to the U.S. National Science Foundation.

4. As the old joke goes, “Solving the problem of transportation of substances in a liquid aggregate state in vessels with perforated bottoms” is the same as “How to carry water in a sieve.”

5. This testifies to the long-overdue problem of reducing the HAC list. This conclusion is based on our familiarity with the situation in the field of economics publications.

6. Journal of Financial Stability, International Journal of Industrial Organization, Journal of Asian Economics, European Economic Review, and others.

7. Only three of these are in economics.

8. The total cost of activities of other federal agencies of state power came to 2.3 billion rubles for 2014 (Citation17). Curious that the FASO budget code is 007, like that of the well-known British spy with a “license to kill.”

9. Any information about the actual implementation of measures is lacking.
