Schools failing to report adequate yearly progress (AYP) for four consecutive years are placed in a process that ultimately delivers control of the school to a private organization. Edison, Inc., for example, is the largest for-profit education management organization (EMO) in the United States with control, in 2004, of 120 public schools.
