This report was adapted from a presentation at the “Fissile Materials Workshop #5,” February 3–4, 1998, hosted by the Lawrence Livermore National Laboratory and the USAF Institute for National Security Studies. For the purposes of this report, “NIS” is defined as all 15 of the newly independent states of the former Soviet Union: Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
