This report was adapted from a presentation at the “Fissile Materials Workshop #5,” February 3–4, 1998, hosted by the Lawrence Livermore National Laboratory and the USAF Institute for National Security Studies. The author wishes to thank Dr. William Potter for encouraging her to prepare this presentation for the February workshop, and for drawing her attention to a number of substantive points made in this paper. For the purposes of this report, “NIS” is defined as all 15 of the newly independent states of the former Soviet Union: Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
