Abstract

Gazprom is becoming an independent economic actor, approaching the development of the Russian gas market exclusively from the point of view of corporate gain. With close ties to Prime Minister Viktor Chernomyrdin, the oil and gas cartel will continue to be an influential player in Russian politics.
