Abstract
After a brief review of basic principles with respect to radioactive waste disposal, based on a description of the “once-through” option for nuclear fuel (as for the Swedish nuclear power programme), a fundamental dilemma in the implementation of any proposals is pointed out. Both safety analysis and site selection involve geologists in the decisionmaking process (politics). However, the former requires extensive and detailed site-specific input data, whereas such data is usually only available after a site has been selected (i.e. after a convincing proof of safety). Some ramifications of this paradox are illustrated with reference to the history and present impasse of the Swiss programme for high-level waste disposal in the crystalline basement of northern Switzerland.
