Gilbert Winham, F.R.S.C., is Professor Emeritus of Political Science and Adjunct Professor of Law at Dalhousie University. He is Chairman of the Board of Directors, North‐South Institute, Ottawa. He conducted training in trade negotiations for government officials from COMESA in Lusaka, Zambia, April 2008; for national officials in Dar es Salaam, Tanzania, April 2009; and under WTO auspices for officials from Latin American countries in Santa Marta, Colombia, May 2010. His most recent publications are “The GMO Panel: Applications of WTO Law to Trade in Agricultural Biotech Products” Journal of European Integration, 31(3); and “The Evolution of the Global Trade Regime” in John Ravenhill (Ed.), Global Political Economy: Third Edition, Oxford: Oxford University Press, 2010.
