Has work-sharing worked in Finland?

Abstract

This study is about the effects of work-sharing on employment in Finland. The results reveal that a reduction in average hours seems to deliver an increase in employment on the condition that output does not deteriorate as a result of shorter working time. However, the maintenance of output level in the case of shorter average working hours is a challenging exercise. In addition, the conduct of worksharing as a policy scheme is limited by the Lucas critique.
