Abstract
The package of measures widely known as the ‘Ózd Model’ calculated to deal with the consequences of industrial restructuring does not do enough to alleviate the problems of a depressed region. Workers at present have no effective institutions to represent their interests at the workplace when managers seek to implement employment reduction. A more active employment policy on the part of the authorities is required if extensive occupational destabilization is to be avoided.
