The former USSR in search of new rules

Abstract

New elites are currently attempting to establish their authority in the former Soviet Union. The main beneficiaries in this ‘war of succession’ have so far been former party officials, while members of the rural nomenklatura have sought to establish an autarkic localism. A second development has been the emergence of militant nationalism, and of nationalist leaders. Business and co‐operative leaders seem more natural supporters of capitalist relations, but their public image in a ‘post‐Soviet NEP’ is an unappealing one.
