Abstract
This paper outlines the first external attempts to evaluate the quality of teaching at Vilnius University after Lithuania regained independence. Two steps of the external evaluation are analysed: national evaluation of institutions of higher education and research which took place in 1994, and international evaluation performed by the Research Council of Norway in 1995.
