Abstract
Developments in psychotechnology, information and communications technology, organisational technology and systems technology promise new opportunities for personal and cultural development. Lifelong education through new and old systems will need a new breed of educator— steeped in educational technology—who can analyse, plan, produce or manage the complex organisations of human and electronic systems likely to be needed to provide educational opportunities. A radical interpretation of educational technology is presented here, followed by the development of a conceptual model of education permanente that allows the theoretician or practitioner of educational technology to identify educational opportunities within and outside existing institutions. We are closer to a system for education permanente than might be imagined.
