Equal gender opportunity: Couples in the gap between principles and practice

Pages 439-455 | Published online: 20 Nov 2008

Abstract

This paper begins with reference to Nordic evidence claiming that practice is not measuring up to widespread ideals of parent couples sharing housekeeping and childcare tasks when both parents work. Relatedly the paper brings observations of what family practice may look like today in a sample of dual earner heterosexual Norwegian couples with children in day care. There seems to be a discrepancy – a gap – between generally accepted principles and practice as described. The observations are interpreted in relation to a set of concepts with the intention of trying to understand meanings of the gap for people living in the situation. A number of burdens on mothers are highlighted. This situation – through its influence on individual well-being and setting interactions – is of importance not only for couples and their children, but also for communities and organizations. Involvement from institutions around the family, notably from work organizations, is needed in the struggle for change.

1. See Ellingsæter & Leira (2006, pp. 22f.) for an overview of rights, Ministry of Children and Family Affairs (Citation2003) for details.

2. Cash-for-care benefits are in principle gender neutral, but in practice not as mothers more than fathers stay home to care for children.

3. Focus on the childcare centre and on the work situation can be found elsewhere (B⊘, Citation2006a, Citation2006b).

4. While knowing is the result of attentiveness on some level, there is more to attentiveness than knowing. Tronto (Citation1994) highlights the need to suspend one's own goals, ambitions, plans of life, and concerns in order to recognize and to be attentive to others.
