Social workers: a new precariat? Precarity conditions of mental health social workers working in the non-profit sector in Greece

ABSTRACT

Traditionally, in western countries, the social work profession primarily has come into contact with issues of precarity through the lives of service users. This paper introduces precarity in the social work scholarly literature as a feature of social workers’ professional and personal lives. It draws from the findings of a qualitative small study of mental health social workers working in the non-profit sector in Greece. The findings reflect a picture of social workers experiencing precarious conditions as they have become part of the growing phenomenon of the working poor, surviving by loans, experiencing housing insecurity, reproductive insecurity, fuel poverty and unable to pay for their commuting expenses to and from work. Furthermore, the paper maintains that the expansion of the conditions of precarity to university-educated professionals, such as social workers, needs to be understood within an International Political Economy (IPE) perspective in order neoliberal capitalism which brings rising levels of inequalities to become a focus of intervention.

Περίληψη

Παραδοσιακά, ο κλάδος της κοινωνικής εργασίας έχει ασχοληθεί με το ζήτημα της επισϕάλειας μέσα από τη μελέτη και τις παρεμβάσεις στις συνθήκες της ζωής των εξυπηρετουμένων. Η παρούσα μελέτη εισάγει στην επιστημονική βιβλιογραϕία της κοινωνικής εργασίας την επισϕάλεια ως στοιχείο που χαρακτηρίζει πλέον την επαγγελματική και προσωπική ζωή των ίδιων των κοινωνικών λειτουργών. Η εν λόγω μελέτη έγκειται στην παρουσίαση και αξιολόγηση των δεδομένων μιας μικρής ποιοτικής έρευνας που διεξήχθη σε κοινωνικές/ούς λειτουργούς ψυχικής υγείας που εργάζονται στον μη κερδοσκοπικό τομέα στην Ελλάδα. Τα ευρήματα αποτυπώνουν τις ιδιαίτερα επισϕαλείς συνθήκες εργασίας και διαβίωσης των κοινωνικών λειτουργών, οι οποίοι έχουν γίνει μέρος του γενικότερου ϕαινομένου των ϕτωχοποιημένων εργαζομένων: Καλύπτουν τις βασικές για την επιβίωσή τους ανάγκες δανειζόμενοι/ες, ενώ παράλληλα βρίσκεται σε εντεινόμενη επισϕάλεια ένα ευρύ ϕάσμα της ζωής τους, όπως η στέγαση, η αναπαραγωγή, η εξασϕάλιση καυσίμων, αλλά και η κάλυψη των δαπανών μετακίνησης, ακόμα και προς τον τόπο της εργασίας τους. Επιπρόσθετα, η μελέτη υποστηρίζει ότι η επέκταση των συνθηκών επισϕάλειας σε επαγγελματίες με πανεπιστημιακή εκπαίδευση -εν προκειμένω εξετάζονται οι κοινωνικές/οί λειτουργοί- και συνακόλουθα η δυσκολία άσκησης κοινωνικής πολιτικής υπό αυτές τις συνθήκες- πρέπει να γίνει κατανοητή μέσα από το πρίσμα της Διεθνούς Οικονομικής Πολιτικής, όπως αυτή χαράσσεται μέσα από τις επιταγές του νεοϕιλελεύθερου καπιταλισμού. Στόχος είναι να αποτελέσουν πεδίο παρέμβασης οι παράγοντες που συντελούν στην αύξηση των ανισοτήτων και τον μαρασμό του κοινωνικού κράτους.

Maria Pentaraki, M.S.W., Ph.D., works at Queen’s University Belfast, Northern Ireland. Before that she held academic posts in England and Greece where she was also the Head of one of the largest social work departments. She has a wide range of research interests such as international social work, social work practice under austerity, shared austerity reality, grassroots community solidarity structures, gender-based violence, dating and teenage relationship abuse violence and LGBT issues. She has been actively involved in the peace and justice movement throughout her life in many countries in which she has lived.

Konstantina Dionysopoulou is a mental health social worker with a Masters Degree in Education, Human Rights and Social Discrimination and trained in group analysis and family therapy. She lives in Greece. Since 2009 she has worked in psychiatric, therapeutic and community mental health units for adults and children and from 2015 she has worked in a community unit with children and adolescents with a history of abuse, neglect or domestic violence. She is a member of the Association of Social Workers of Greece (ΣΚΛΕ).
