Austerity, social work and the rediscovery of community work

ABSTRACT

Dominant individualised social work methods and practices are being criticised in a growing body of Greek literature, as is the case in many other countries also experiencing the effects of neo-liberal policies and austerity. Among the same criticism, more progressive approaches and collective practices drawn from community work are being proposed as more appropriate to the complexity and length of the current challenges and problems. The article examines a number of critical obstacles related to the marginal position of community work within the social work curriculum and social work practice in Greece and the particular characteristics of Greek society. It is argued that in a discussion about social work’s responses to neo-liberalism and austerity we should frame our answers with reference to the political, social and cultural particularities of the specific context rather than idealised notions of community work. In the case of Greece, a critical starting point would be to focus on building a culture of critical thinking and action. From an educational point of view, this prospect would include more effort towards enhancing critical thinking and social analysis on social work curricula as well as more emphasis on holistic methods of assessment.

Περίληψη

Σε ένα ολοένα αυξανόμενο μέρος της ελληνικής βιβλιογραϕίας ασκείται κριτική στις κυρίαρχες εξατομικευμένες μεθόδους και πρακτικές κοινωνικής εργασίας, όπως άλλωστε συμβαίνει και σε πολλές άλλες χώρες που επίσης βιώνουν τις επιπτώσεις των νεοϕιλελεύθερων πολιτικών και της λιτότητας. Στο πλαίσιο της ίδιας κριτικής προτείνεται η αξιοποίηση περισσότερο προοδευτικών προσεγγίσεων και συλλογικών πρακτικών, που αντλούν από την κοινοτική εργασία, οι οποίες θεωρούνται περισσότερο συμβατές με την πολυπλοκότητα και το εύρος των σημερινών προκλήσεων και προβλημάτων. Το συγκεκριμένο άρθρο εξετάζει ορισμένα κρίσιμα εμπόδια στην ευόδωση της προοπτικής αυτής, τα οποία σχετίζονται με τη διαχρονικά περιθωριακή θέση της κοινοτικής εργασίας τόσο στην εκπαίδευση όσο και την καθημερινή πρακτική της κοινωνικής εργασίας και συγκεκριμένα χαρακτηριστικά της ελληνικής κοινωνίας. Υποστηρίζεται ότι στο πλαίσιο μιας ευρύτερης συζήτησης σχετικά με τις αποκρίσεις της κοινωνικής εργασίας στον νεοϕιλελευθερισμό και τη λιτότητα, οι προτάσεις μας θα πρέπει να βασίζονται στις πολιτικές, κοινωνικές και πολιτισμικές ιδιαιτερότητες του συγκεκριμένου πλαισίου και όχι σε εξιδανικευμένες θεωρήσεις της κοινοτικής εργασίας. Στην περίπτωση της Ελλάδας, μια κρίσιμη αϕετηρία θα ήταν να επικεντρωθούμε στην ανάπτυξη μιας κουλτούρας κριτικής σκέψης και δράσης. Από μια εκπαιδευτική άποψη, η προοπτική αυτή περιλαμβάνει περισσότερη προσπάθεια για την ενίσχυση της κριτικής σκέψης και ανάλυσης στο πρόγραμμα σπουδών κοινωνικής εργασίας και μεγαλύτερη έμϕαση στις ολιστικές μεθόδους αξιολόγησης.

Vassilis Karagkounis

Dr Vassilis Karagkounis is an assistant professor in Community Social Work in the Department of Social Administration and Political Science at the Democritus University of Thrace, Greece. He has more than eleven years of practical experience as a social worker in health care. His research, primarily in the area of community work and health, with special focus on issues related to planning, implementing and evaluating interventions in deprived areas, vulnerable groups and minorities, has been published in Greek and English-language journals and books.
