The struggle over the character of social services: conceptualising hybridity and power

ABSTRACT

Extensive critical literature has pointed to the corrosive effects of managerialism and New Public Management (NPM) on social services and demonstrated how its local versions dominate policymaking. Challenging such critical views, another stream of thought has emerged, emphasising the way in which policymaking could take a hybrid shape, reflecting the mutual contribution of NPM and critical professionalism to the shaping of social services. However, the hybrid proposition lacks a nuanced formulation of the power relations between these contesting standpoints. Here, we offer to add this missing aspect by investigating senior public service managers’ encounter with the critical professional standpoint. Based on the analysis of 16 interviews with senior administrators shaping Israeli social services for people living in poverty, we identify the operation of three modes of power exertion, namely, conditional funding, suspicion, and rejection to articulate the integration of power dynamics into the conceptualisation of hybridity.

ספרות ביקורתית נרחבת הצביעה על ההשפעות המשטיחות של ניהוליות והניהול הציבורי החדש על השירותים החברתיים, וכיצד התרגום המקומי של ניהוליות שולט בעיצוב מדיניות חברתית. בניגוד להשקפות ביקורתיות אלה, מתנסח זרם מחשבה נוסף המדגיש את האופן בו עיצוב מדיניות חברתית עשויה ללבוש צורה היברידית, המשקפת את התרומה ההדדית של ניהוליות ושל פרופסיונליות ביקורתית לעיצוב השירותים החברתיים. עם זאת, בהצעה ההיברידית חסר ניסוח מעמיק של יחסי הכוח בין עמדות מתחרות אלה. במאמר זה, אנו מציעים הרחבה של היבט חסר זה על ידי בחינת המפגש של מנהלים בכירים בשירות הציבורי עם נקודת המבט של פרופסיונליות ביקורתית. בהתבסס על ניתוח של 16 ראיונות עם מנהלים בכירים העוסקים בעיצוב שירותי הרווחה בישראל לאנשים החיים בעוני, אנו מזהים את פעולתם של שלושה אופנים להפעלת כוח: מימון מותנה, חשד, ודחייה . ניתוח . זה מאפשר לנסח את האופן בו כוח משתלב בהמשגה של היברידיות

Shachar Timor-Shlevin

Shachar Timor-Shelvin, social work practitioner, recently received my Ph.D. from the Sociology and Anthropology Department at Bar-Ilan University, Israel. My research deals with the professionalisation processes of social work, mainly focusing on the encounter of the neo-managerial discourse with the critical discourses in social work practice, and how this encounter operates in institutionalised spaces of public services.

Orly Benjamin (DPhill Oxford, 1995) is an Associate Professor at the Sociology and Anthropology department, Bar-Ilan University. She is currently involved in studies on public procurement as a policy kit, on the marketisation and outsourcing of social services, on emotions (particularly resentment) in the context of public procurement, on diversity and job quality in the context of public procurement, on economic violence, on mothers and daughters’ relations in the context of poverty and on sexual subjectivity.
