ABSTRACT
Recent years have seen growing research interest in and application of the social work subfield of employment promotion practices (EPPs), designed to help populations coping with poverty and unemployment to integrate in the labour market. The aim of this study was to identify and conceptualise professional EPP in social work. Data were collected using in-depth semi-structured interviews with sixteen EPP social workers in Israel, who offered direct, practice-oriented knowledge regarding these practices. The results indicated that despite differences between employing agencies, three common themes could be identified as characterising this subfield. First, the content of professional interventions, including an inherent dilemma between emotional therapy and task-oriented occupational interventions. Second, intervention processes, including five main stages: occupational intake, setting occupational objectives, dealing with obstacles and skills improvement, work placement, and on-the-job supervision. Third, the results showed that EPP social workers focused mainly on casework and individual counselling, to the neglect of macro practices aiming to change unjust labour policies. The findings enable conceptualisation of the EPP social worker’s practices and contribute to the developing body of knowledge in this emerging subfield. Implications for further professional development and policy are presented and discussed.

בשנים האחרונות מתפתח תחום חדש בעבודה סוציאלית- עבודה סוציאלית מקדמת תעסוקה, שנועדה לסייע לאוכלוסיות המתמודדות עם עוני ואבטלה להשתלב בשוק העבודה. מטרת המחקר לזהות ולהגדיר את ההתערבויות המקצועיות של העבודה הסוציאלית מקדמת התעסוקה. הנתונים למחקר נאספו באמצעות ראיונות עומק מובנים למחצה עם שישה-עשר עובדים סוציאליים מקדמי תעסוקה בישראל, בהתבסס על ניסיונם ממקור ראשון בשדה. ממצאי המחקר מעידים כי ניתן להגדיר שלושה מאפיינים עיקריים שהם משותפים לתחום זה, וזאת על אף ההבדלים בין הסוכנויות השונות מהם מגיעים העובדים הסוציאליים שרואיינו. המאפיין הראשון של העבודה הסוציאלית מקדמת התעסוקה הוא תוכן ההתערבות המקצועית, אשר כרוך בדילמה מובנית בין טיפול רגשי לבין התערבות תעסוקתית ומוכוונת משימה. המאפיין השני של העבודה הסוציאלית מקדמת התעסוקה הוא מהלך ההתערבות אשר כולל חמישה שלבים עיקריים: אינטייק תעסוקתי, הצבת יעדים תעסוקתיים, התמודדות עם חסמים ושיפור מיומנויות, השמה בעבודה וליווי במהלך העבודה. המאפיין השלישי הוא המיקוד של העובדים הסוציאליים מקדמי התעסוקה בעיקר בעבודה פרטנית וייעוץ פרטני, תוך הזנחה של מאקרו-פרקטיקה שנועדה לשנות מדיניות חברתית בלתי הוגנת בשוק העבודה. הממצאים מאפשרים המשגה של העבודה הסוציאלית מקדמת התעסוקה ותורמים לפיתוח גוף הידע של תחום מתפתח זה. בסיום נידונות השלכות המחקר להמשך פיתוח הפרקטיקה המקצועית ולמדיניות.

Limor Gadot
Limor Gadot, PhD. MSW, Lecturer and senior faculty member in the School of Social Work, Sapir Academic College. Her academic research embraces two central fields of study. The first is employment promotion practices (EPPs), which concern the role of social workers in promoting the labour market integration of vulnerable populations, particularly young adults with disability, and occupational social work. The second field is health and employment. In this area, her studies examine the effects of processes taking place in the work environment and how they affect the development of pressure and stress situations, as well as mental illness.
Noga Pitowsky-Nave
Noga Pitowsky-Nave, PhD. MSW, Lecturer and senior faculty member in the School of Social Work, Sapir Academic College. Dr. Pitowsky-Nave completed her PhD in the Paul Baerwald School of Social Work and Social Welfare at the Hebrew University of Jerusalem. Her main research interests are social welfare policy, policy practice in social work, civil society and NPOs, and occupational social work. Dr. Pitowsky-Nave teaches courses and seminars on welfare policy, policy practice in social work, civil society, qualitative research methods, and fieldwork.
