The rise of the new protectionism in North America

Abstract

From 1894 to 1970 the United States experienced continous trade surpluses. Since the 1970s, however, trade deficits have become the norm and there are now many signs of a growing US trade protectionism. The authors summarize the the main explanations that have been advanced and attempt to weigh thier significance.
