Basic premises and principles of human factors measurement

This paper describes the fundamental concepts underlying human factors measurement. These concepts derive from the unique nature of the discipline and its special problems. Measurement is performed to solve physical (system-related) and conceptual (variable-related) problems. The assumptions and principles described have significant implications for customary measurement practices.
