Neoliberal racism: the ‘Southern Strategy’ and the expanding geographies of white supremacy

Abstract

This paper examines the US-based ‘Southern Strategy,’ an electoral scheme which created conditions that resurrected a broadly conservative agenda in the USA during the 1970s. While scholars have long studied the Southern Strategy from the standpoint of the electoral and political geography of the USA, its role in transforming the political economy of the USA is underappreciated. By reworking the nature of racism from the overt white supremacy of previous eras the Southern Strategy speaks to the changing socio-spatial manifestations of racism in the USA and the workings of the US political economy. By connecting the Southern Strategy with a broad economic argument this paper crystallizes the role race plays in the development of the US political economy as well as implications for understanding the way race and capitalism in the USA are co-constituted with one another. Through an examination of the Southern Strategy we can trace both the changing coordinates of the US political economy and race as the USA made the transition from Keynesianism to neoliberalism.

Racismo neoliberal: La ‘estrategia sureña’ y las geografías de expansión de la supremacía blanca

Este artículo examina la ‘estrategia sureña’ en los EE.UU., basada en un esquema electoral que creó condiciones que revivieron intenciones ampliamente conservadoras en los Estados Unidos durante la década de 1970. Mientras que los eruditos han estudiado durante mucho tiempo la estrategia sureña desde el punto de vista de la geografía electoral y política de los EE.UU., su papel en la transformación de la economía política de los Estados Unidos está subestimado. A través de la revisión de la naturaleza del racismo desde la pública supremacía blanca de épocas anteriores, la estrategia sureña habla a las cambiantes manifestaciones socio-espaciales de racismo en los Estados Unidos y al funcionamiento de la economía política de los Estados Unidos. Racisme néolibéral: la «Stratégie du Sud» et les géographies en expansion de la suprématie des Blancs

Cet article examine la «Stratégie du Sud» basée aux Etats-Unis, un projet électoral qui a créé des conditions qui ont ressuscité un programme tout-à-fait conservateur aux Etats-Unis pendant les années 70. Bien que les chercheurs aient étudié la Stratégie du Sud du point de vue de la géographie électorale et politique aux Etats-Unis, son rôle dans la transformation de l'économie politique des Etats-Unis est sous-évalué. En remaniant la nature du racisme de la part de la suprématie manifeste des Blancs dans le passé, la stratégie du Sud met en lumière les manifestations socio-spatiales changeantes du racisme aux Etats-Unis et les rouages de l'économie politique des USA. En reliant la Stratégie du Sud à un vaste argument économique, cet article cristallise le rôle que la race joue dans le développement de l'économie politique aux Etats-Unis ainsi que les implications pour comprendre la façon dont la race et le capitalisme aux USA se co-constituent l'un l'autre. A travers un examen de la Stratégie du Sud, nous pouvons retracer à la fois les changements des coordonnées de l'économie politique des USA et de la race, au fur et à mesure que les USA ont fait la transition du Keynésianisme au néolibéralisme.
