Hungary, 101: Seven ways to avoid a revolution and Soviet invasion of Romania

Abstract

Drawing on Romanian archival documents, memoirs and recent scholarship, this article argues that the Hungarian crisis functioned as a godsend for the Romanian leaders by justifying a closing of the ranks, as a course on how to prevent a revolution and Soviet invasion, and as a stimulus for coaxing Soviet troops out of Romania. The Dej regime extracted seven lessons from the crisis, namely: avoid isolation from the masses, do not rehabilitate political prisoners, maintain tight control over the press, take military precautions, be tactful to avoid needless alienation of the people, and eschew being perceived as a Soviet puppet.

  [1] In a slightly different version (substituting Ulbricht for Khrushchev), writer and director Florian Henckel von Donnersmarck has recently made this joke famous in his film The Lives of Others (Das Leben der Anderen), which was released in Germany on 23 March 2006. Depicting the Stasi's monitoring of East Berlin's cultural milieu, the film has won several awards, including a US Oscar, the 2007 Academy Award for Best Foreign Language Film.

  [3] The official name for the Romanian national archives (Bucharest) is Arhivele Naţionale Istorice Centrale (ANIC), or National Central Historical Archives of Romania. Communist party archival documents were delivered to the National Archives after 1989. The Foreign Ministry archive is known as Arhivă Diplomatică Ministerul Afacerilor Externe (Arh. MAE). To my knowledge, all documents cited alone here have not yet been published or translated into English. These include protocols and minutes of Politburo sessions, as well as diplomatic telegrams sent to the Romanian leaders in Bucharest from Budapest. All passages are cited in the original Romanian as they appear in the documents. However, it should be noted that in 1993 the Romanian Academy decided to reverse the orthographic reform of 1953. Exactly one year later, at the plenum of 9–13 June 1958, the party forced the two men to recant again and expelled them from the party soon thereafter, on 25 June 1960. Ceauşescu rehabilitated Constantinescu in April 1968, but Chişinevschi died in 1963 and was never rehabilitated.

His surname is often hyphenated as Popescu-Puţuri, because he was born in the village of Puţuri, Dolj county, in south-western Romania. After Dej's death in 1965, Ceauşescu appointed Popescu to lead a party commission to rehabilitate key purge victims, such as Ştefan Foriş, Lucretiu Pătrăşcanu, Vasile Luca, and Miron Constantinescu. Hungarian was declared one of the official languages of the province.  [49] As early as 12 May 1956, ambassador Popescu reported to Bucharest that Rákosi would give a speech more self-critical than the earlier one delivered on 12–13 March 1956, and would announce certain upcoming rehabilitations. He also reported a rumour that Kádár would be appointed as the new minister of internal affairs. In fact, László Piros was the minister of internal affairs from 1954 to 27 October 1956. Kádár was rehabilitated on 9 October 1954, but not readmitted into the MDP Politburo until the plenum on 18–21 July 1956. See Arh.  [50] The cases are not completely comparable, of course. Both Gomułka and Kostov were rehabilitated in 1956, the latter posthumously. Slánský was not rehabilitated until 1968, also posthumously. Both Chervenkov and Ochab relinquished their posts, but Novotný remained president until March 1968. The Stalinist Klement Gottwald, not Novotný or Široký, had instigated the executions of Slánský (general secretary) and Vlado Clementis (foreign minister), but Gottwald died on 13 March 1953, a few days after Stalin's funeral, and thus escaped the societal fallout of his deeds.

[110] It should be noted, of course, that Soviet General Secretary Brezhnev did not invite Ceauşescu to participate in the invasion. In fact, Ceauşescu complained at a Romanian Politburo session of not being informed of the invasion. Albania also did not participate in the invasion. In December 1961, Soviet–Albanian diplomatic ties were severed, and Albanian representatives were removed from the Warsaw Pact's councils. Albania completely withdrew from the Warsaw Pact in 1968.
