BSEC: A new agenda ′21?

Abstract

The need for rethinking the objectives and policies of an organization such as the BSEC may provide a window of opportunity for BSEC to evolve into a significantly important factor for the stability and development of countries in the Black Sea area. An enlightened new approach should focus on four priority lines of action: emergency measures, market access, direct investment and technology transfer. In addition, a ‘soft’ security role via, for example, the Organization for Security and Cooperation in Europe (OSCE), can be incorporated into the purposes of BSEC in order to create a beneficial region to the credit of all.
