The term ‘Northern Tier’ refers to the northernmost Near and Middle East countries on the border of or near the Soviet Union; that is, Greece, Turkey, Iran, and Afghanistan and their part in attempts by the West to maintain its position in the balance of power in the Near East (Kuniholm Citation1980; Davis Citation1974; Ismay Citation1954; Hogan Citation1998; Baeretzen Citation1987; Nachmani Citation1990).
