Poverty's Numbing Effect on Collective Action: A Case Study of Squatter Settlers in Lima, Peru

Abstract

Current scholarship in Latin America discusses at length how the presence of certain factors promotes collective action of the poor in Latin America. However, this article examines how a lack of these factors restrains the participatory capacity of the poor. Older scholarship that explicitly connects poverty and a lack of collective action is integrated with contemporary theoretical concepts to identify a lack of social capital as a limiting factor on the participatory capacity of the poor. A case study of squatter settlers in Lima, Peru illustrates how heightened poverty and exclusion among the poor in the neoliberal age undermine the development of social capital on which collective mobilization is founded. Despite intense grievances with poverty and the resulting exclusion of their children from public education, settlers do not consider collective action as a way of addressing these shared problems.

Los estudios actuales en Latinoamérica tratan en detalle, cómo la presencia de ciertos factores promueve la acción colectiva de los pobres en América Latina. Sin embargo, este artículo examina cómo una ausencia de estos factores restringe la capacidad participativa de los pobres. Estudios anteriores que conectan explícitamente la pobreza a una ausencia de acción colectiva, forman parte de los conceptos teóricos contemporáneos que identifican una carencia de capital social, como un factor limitante en la capacidad participativa de los pobres. Un estudio sobre ocupantes sin título en Lima, Perú ilustra cómo la pobreza mayor y la exclusión entre los pobres en la era neoliberal, minan el desarrollo del capital social, en el que se instituye la movilización colectiva. A pesar de las intensas reivindicaciones con la pobreza, resultando en la exclusión de sus niños de la educación pública, los colonos no consideran la acción colectiva como una forma de enfrentar esos problemas comunes.

目前拉美的学术研究就特定因素的存在如何促进拉美穷人的集体行动进行了详细的讨论。然而，本文却探讨了这些因素的缺失如何抑制了穷人的参与能力。过去的学术研究明确将贫困与集体行动的缺失相联系，这些研究与当代的理论概念相结合，以证明社会资本的缺乏是穷人参与能力的一个限制性因素。对秘鲁利马棚户居民的案例研究表明，在新自由主义时代，深度贫困和贫民中的排斥是如何危害社会资本发展的，而社会资本正是集体行动的基础。尽管定居者对贫困及由此导致的其子女被排除于公共教育之外极其不满，但他们并不将集体行动视为解决其共同问题的方法。

현재 라틴 아메리카 학자들은 라틴 아메리카에서 어떻게 빈민들의 집합 행동을 촉진시키는 요인들이 존재하는가에 길게 논의한다. 그러나 이 논문은 어떻게 이러한 요인들의 부재가 빈민들의 참여 능력을 제약하는가를 검토한다. 빈곤과 집합행동을 연결시키는 과거의 연구들은 빈곤층의 참여능력을 제한하는 요인으로 사회적 자본의 부족을 확인하는 현대적인 이론적 개념과 통합되어 있다. 페루 리마의 빈민 거주자들의 사례 연구는 신자유주의 시대에 빈민들 가운데 첨예한 빈곤과 배제가 집단적 동원이 근거하고 있는 사회적 자본의 발전을 저해하는가를 보여준다. 빈곤과 빈곤으로 인해 대중교육으로부터 자녀들이 배제되는 것에 대한 강한 불만에도 불구하고, 빈민들은 그들이 공유하고 있는 문제를 제기하는 방식으로 집합적인 행동을 고려하지 않는다.
